  • Feb. 28 late p First some background. Last week the Business Development Authority held a Special meeting with Commissioner Mike Pierson in attendance. At that gathering everything was a go for the BDA to take over the old CAEZ building owned by the Commission. The well discussed plan was for the the BDA to house the Economic Development Director , Amanda Moore , to set up her office and a conference room there plus open (actually reopen) an arts and crafts / welcome center in the same building
  • Feb. 28 late p The BDA has a $15,000+ grant that can be used for such. If the County Commission would give back the swiped $20,000 grant from last year, there would be more than enough $$$ to make the place look nice and be a good addition to Main Street.

  • Feb. 28 late p Wed morning during the CCC meeting, that all changed. The plan is now to turn the old block building into a Day Reporting Center for non violent offenders.

Poca HS charged the local non profit station $100 for each sportscast.  Volunteer  broadcasters TG, Dave and Rodney covered their own expenses . For those first two games, Dave Pierson and family coughed up the demanded broadcast royalty fees.
  • Feb. 25 a Tonight the Panthers are in sectional play. 101.7FM is covering that cost out of their pocket. Ditto for the broadcasters.
  • Feb. 25 a Wed night is different. On the regional level, the broadcast royalty of $125 is mandatory and paid to the WVSSAC. It's also a two hour road trip to get to the school. It's only fair to their  broadcasters to cover some of the travel expense.

Jamie admitted that she directed office staff to review the personnel files of caregivers who provided personal care services and directed staff members to place newly created and altered documents into personnel files that contained missing training documents.  Jamie further admitted that she agreed with known Golden Heart employees to falsify signatures on training documents to make it appear as if caregivers had received training in compliance with the personal care program guidelines.  Jamie also directed that those files be provided to Putnam Aging so that Putnam Aging would allow the Medicaid program to be billed for personal care services provided by Golden Heart.
  • Feb. 22 p   Jamie also admitted that in late December and early January 2010, she learned about a West Virginia Department of Health and Human Resources Medicaid Fraud Control Unit (MFCU) investigation regarding transportation hours and mileage expenses that had been claimed by Golden Heart under the Aged and Disabled Waiver Program.  Jamie admitted that she was aware that a known employee of Golden Heart lacked a valid drivers’ license and she agreed to alter existing records to make it appear as if another known employee with a valid driver’s license had performed the services.  The altered records were then provided to a MFCU investigator.  By the defendants actions, she intended to prevent the MFCU from learning that Golden Heart had claimed transportation and mileage expenses to which it was not entitled to be reimbursed under Medicaid.

  • Feb. 20 p   The lead story in this week's Communicator covers the proposed plan by the State Suits to take over the Clayberry school system. The chief issue for the occupation is a $$$ deficit according to Superintendent Kenneth Tanner.
  • Feb. 20 p Last month our Pentagon sent to the state a work out plan which was approved by the State School Board.
  • Feb. 20 p Those approved reductions for this year include: Elimination of two contract bus runs;  reduction of summer school salaries and benefits ($35,000); replacing two part time cooks with one full time cook ($33,000); and discontinuing "local share" salary supplements and benefits ($44,120.00); reductions in out of state travel and extra curricular trips ($14,000);  cut backs on summer custodian contracts ($7000); discontinuing RESA contracts, a RESA  technician ($9000); reduce salary and benefits for activity buses by 20% ($20,000); eliminate a secretary position ($18,150); and, whatever this means, interfund transfer reduction from CEO participation ($75,000)
  • Feb. 20 p For the 2013 - 2014 budget year which begins in July, additional cuts will be felt in summer bus maintenance, elimination of a H E White bus route, reduction in overtime for student supervision; elimination of a part time cook at H E White; and the elimination of a half time technical position at Lizemores Elem

  • Feb. 11 a Locker rooms have always had a code: What goes on in the locker room stays in the locker room.  Horseplay is common in a locker room. It's part of the game, the camaraderie.  Sometimes that horseplay goes over the line.
  • Feb. 11 a Over at Clay High, last Tuesday during the VP and Varsity games, horseplay turned into at the very least, hazing.
  • Feb. 11 a  In the locker room area, members of the team, turned out the lights, blocked the door, held a player against his will, and then acted out "cornholing" on at least one lad. Clothes were on  thus no penetration, but none the less, the teenagers actions were beyond the line.

Friday night, the "cornholer" came over to the "cornholee" and cold cocked the boy  knocking him out. Blood was splattered on the ceramic tile walls.

  • Feb. 8 later p  From TV-13 News via the web: A man was taken into police custody on Friday night after three schools in Clay County implemented lockdowns for safety reasons.  State Police confirmed that Derrick Glasser,39, from Florida was arrested. He had recently moved to West Virginia, according to troopers. Troopers said that Glasser is being charged with four counts of felony sex abuse.  There were no injuries during in the apprehension, according to police. Troopers said that information had led them to believe Glasser would be a threat to officers and to the public.

  • Feb. 8   This is serious clickers, late breaking news:   A public school teacher was arrested today at John F. Kennedy International airport as he attempted to board a flight while in possession of a ruler, a protractor, a compass, a slide-rule and a calculator. At a morning press conference, Attorney General Eric Holder said he believes the man is a member of the notorious Al-Gebra movement.  He did not identify the man, who has been charged by the FBI with carrying weapons of math instruction.

The Town held public hearings where taxpayers suggested that funds be used for better looking signs, hanging flower pots, park benches and such.
  • Feb. 1 a Town Councilperson Josh Shamblin was named the pivot man for keeping the Council informed on grant progress. During the Jan 29th Council meeting, Shamblin told the assembled that he hadn't heard one thing on the grant, spending the loot, nothing. Others at the public meeting exposed that funds had already been expended with proceeds being used on County Commission property.
