Not Learning from History

   Our local power supplier, now known as Black Diamond Electric, formerly Elk Power Co., has a long history of defaulting on debts and mishandling customer $$$.
   While cleaning out our notes from 20 years ago, we found  earlier reporting in the Communicator newspaper from nearly 20 years ago.
   Back then, Appalachian Power Co, which supplies the juice to our local provider, gave a three day notice to cut off Elk Power's connection to the world.
